Governança pública: a atuação parlamentar na Câmara dos Deputados

Abstract

Esta pesquisa tem por objetivo geral analisar a governança institucional da Câmara dos Deputados (CD) nas dimensões estrutura e funcionamento. A pesquisa está delimitada no tempo – período 2018-2021. Trata-se de estudo de caso promovido por meio de pesquisa aplicada, explicativa e exploratória (bibliográfica e documental). O problema de pesquisa delineou-se da seguinte forma: como os parlamentares da Câmara dos Deputados interagem com a governança implantada na instituição? A hipótese configurou-se como: o baixo envolvimento dos parlamentares com as questões de governança contribui para que esta apenas subsista no espaço administrativo. Especificamente objetivou-se: analisar a bibliografia e documentações pertinentes ao assunto; compreender o funcionamento da governança na CD; verificar como os internos (servidores) percebem a atuação parlamentar nas questões de governança; e perscrutar sobre a atuação e o envolvimento parlamentar no âmbito da governança institucional. Foram realizadas entrevistas e aplicados questionários para obtenção de dados e informações para substanciar a pesquisa. Como resultado, verificou-se que a banda parlamentar da CD realiza mecanismos e práticas de governança, mas a atuação dos congressistas nessas ações, muitas vezes, acontece de forma difusa, ao contrário daquilo que acontece na governança administrativa, na qual há estruturação e as atividades e mecanismos cooperam para evidenciá-la. Dessa forma, concluiu-se que em determinadas instâncias de governança da instituição existe um alto envolvimento parlamentar, assim como engajamento potencial, de modo que o baixo envolvimento se faz presente apenas em algumas instâncias de governança, em que o caráter administrativo se sobrepõe aos incentivos políticos.

This research has the general objective of analyzing the institutional governance of the Chamber of Deputies (CD) in the dimensions: structure and functioning. The research is limited in time to the period 2018-2021. It will be a case study promoted through applied, explanatory and exploratory research (bibliographic and documental). The research problem was outlined as follows: how do the parliamentarians of the Chamber of Deputies interact with the governance implemented in the institution? The hypothesis was configured as: the low involvement of parliamentarians with governance issues contributes to the fact that it only subsists in the administrative space. Specifically, the objective was: to analyze the bibliography and documentation relevant to the subject; understand how governance works in DC; to verify how the interns (servants) perceive parliamentary action in governance matters; and scrutinize parliamentary action and involvement within the scope of institutional governance. Interviews were conducted and questionnaires were applied to obtain data and information to substantiate the research. As a result, it was found that the DC parliamentary band performs governance mechanisms and practices, but the performance of congressmen in these actions often happens in a diffuse way, contrary to what happens in administrative governance, where there is structuring and activities and mechanisms cooperate to evidence itself. Thus, it was concluded that in certain instances of governance of the institution there is a high parliamentary involvement, as well as potential engagement, so that low involvement is present only in some instances of governance, where the administrative character overlaps with political incentives.
